Teymur Taghiyev
Chief Operating Officer, NEQSOL Holding
Teymur Taghiyev is Chief Operating Officer and Chief of Staff of NEQSOL Holding, the Amsterdam-headquartered international group operating in 11 countries across energy, telecommunications, hi-tech, construction and mining, with more than 20,000 employees and more than 25 million customers. He is also the Holding's Head of Operations in Ukraine.
Appointed Chief Operating Officer in May 2026, he acts as a key strategic partner to Chief Executive Officer Kirill Rubinski. His mandate is to translate the Group's strategic priorities into clear, coordinated and disciplined execution across the portfolio: strengthening cross-functional alignment, optimizing business processes, mobilizing resources, improving performance visibility and leading selected Group-level strategic initiatives. He also plays a central role in coordinating the Group's crisis response capabilities and corporate resilience.
He joined NEQSOL Holding in 2018 as Head of Strategy and Project Management Office, building the corporate strategy and PMO functions across the Group's business verticals. Since 2023 he has served as Chief of Staff, leading the Office of the CEO and driving transformation and digitalization initiatives. Within the Group he chaired the Supervisory Board of GoldenPay, an Azerbaijani digital payments company, from 2022 to 2024, and served as Chief Executive Officer of CaspiNet B.V. from 2024 to 2026, the AzerTelecom and Kazakhtelecom joint venture behind the Trans-Caspian Fiber Optic cable, whose completion was announced in 2026. He sits on the Supervisory Board of Seeton and on the Board of NORM.
His career spans more than 20 years of strategy development and execution, business development, project and portfolio management, compliance, risk management and corporate affairs, in both the public and private sectors. Before NEQSOL he was Head of Strategy and Special Projects for a private family office and energy group (2016 to 2018); Chief Operating Officer, Board Member and Head of Strategy and PMO of an international holding company based in Baku and Dubai (2010 to 2015); and a consultant and project manager for international development institutions including UNDP, GTZ and EBRD, as well as private-sector clients, across the Caucasus, the Baltics and Central Asia (2003 to 2010).
He holds Bachelor's (1999) and Master's (2001) degrees in International Law from Baku State University, both with distinction, and an Executive MBA with merit from Cass Business School (now Bayes Business School), City, University of London (2013). He is a Certified Strategic Execution Professional of Duke Corporate Education (2020, with distinction), completed the Chief of Staff Association program at Harvard Business School Executive Education (2025) and holds the Certified Chief of Staff (Level 1) credential. His project and portfolio management credentials include PMI's Project Management Professional (2014), PMO Certified Practitioner (2019) and the University of Washington certificate in Portfolio Management, Governance and the PMO (2020).
A regular voice on investment in Ukraine and the wider region, he has spoken at Forbes Money 2026 in Kyiv and at the Kyiv International Economic Forum, and represented NEQSOL Holding at the World Economic Forum Annual Meeting 2026 in Davos. Outside work, he credits martial arts and reading with sharpening the focus, discipline and preparation that crisis leadership demands.
