Spartan Economy The combination of dependence on helots, lack of innovation, absence of commerce, and demographic decline rendered the Spartan economy fragile (Cartledge, 2002, pp. 45–50). What initially provided a concentrated and unique military strength eventually became a liability, as Sparta failed to compete with more dynamic and prosperous city-states, ultimately declining as a leading power in the Greek world (Thucydides, I.103; Plutarch, Lycurgus 15). The helots, a class of serf-like peasants primarily from Messenia, formed the backbone of the Spartan economy: they cultivated the land and delivered produce to the Spartiates (Cartledge, 2002, p. 47). This dependence created a constant threat of revolt, forcing Sparta to allocate significant resources to suppression (Xenophon, Constitution of the Lacedaemonians 3.8). At the same time, the Spartan authorities imposed strict limitations on trade and wealth—banning the use of gold and silver coins and introducing a local iron currency—thereby stifling entrepreneurship, innovation, and integration into the broader Greek economy (Plutarch, Lycurgus 17; Cartledge, 2002, pp. 50–52). Concurrently, the requirement for every citizen to contribute food to public messes led to a persistent decline in the number of Spartiates: those unable to meet the economic burden lost their citizenship (Plutarch, Agesilaus 10). This created a reality in which a large subjugated population stood opposite a shrinking core of citizen warriors—a situation that inevitably weakened Spartan power (Cartledge, 2002, pp. 53–55).

Israel’s Existential Economic Challenge – Urgent Reform Required The ongoing war is severely straining Israel’s economy—but it also presents opportunities that could shape the country’s prosperity for the next 50 years. Without decisive economic leadership, we risk long-term stagnation. With bold reforms, Israel can emerge stronger, more resilient, and more equitable. The Current Challenge Israel faces a serious economic crisis due to: Rising defense expenditures: Monthly defense spending increased from $1.8 billion to $4.7 billion, pushing the debt-to-GDP ratio from 60.5% to 70%. Education gaps: Nearly half of Israeli children receive limited education without core subjects, and the fastest-growing populations have the weakest access to skills necessary for a modern economy. Prevalent shadow economy: The black market accounts for an estimated 15–18% of GDP, versus 12% in OECD countries, depriving the state of billions in revenue. Slow infrastructure development and outsourcing of key national projects (gas, ports, construction) to foreign investors. Highly concentrated markets: Monopolies maintain artificially high prices and fail to support citizens during crises. This situation constitutes an existential threat to Israel’s economic stability. Our Proposed Economic Overhaul We propose a comprehensive economic transformation to strengthen Israel’s economy long-term, making it efficient, fair, and resilient to security challenges while serving all citizens. This will be led by decisive cross-ministerial economic leadership empowered to implement reforms above partisan and sectoral interests. Key Reform Areas 1. From Dependency to Employment – Incentivizing Work Current Issue: The system rewards dependency and penalizes employment. Measures: Restructure welfare: cut universal child benefits; redirect funds to high-quality education. Income-based assistance: support only families with two working parents below the median income. Negative income tax: immediate tax refunds for low-wage earners. Tax credits for working parents and full social rights for self-employed workers. Example: A family with five children currently receiving ₪8,000/month would receive ₪3,000 only if the father works or studies a recognized program including core subjects, plus additional tax refunds if both parents earn. 2. Quality Education for Every Child Current Issue: Without math, science, and English, children cannot integrate into a modern economy. Measures: Conditioning school budgets on core subjects. Investment in state-of-the-art educational infrastructure. Accelerated vocational training for ultra-Orthodox men and Muslim women in high-demand fields. Example: Yeshivot receiving ₪50M without core subjects must implement 20 extra hours of math, English, and science weekly to maintain funding. 3. Breaking Monopolies – Reducing Cost of Living Current Issue: Monopolies inflate prices and fail to support citizens in crises. Measures: Mandatory divestiture of controlling interests in banking, food, and insurance sectors. Removal of tariffs on essential imports. Enforcement against price-fixing and incentives for foreign competitors. Maintain local production for resilience during crises. Example: A dominant food company must sell part of its operations; tariff removal cuts product prices by up to 40%. 4. Solving the Housing Crisis Current Issue: Speculative investment, bureaucratic delays, and lack of released land drive prices up. Measures: Tax rental income at 25%. Increase purchase taxes for secondary and tertiary homes. Release state land for construction. Promote industrialized building technologies to reduce costs by 30%. 5. Clean and Efficient Governance Measures: Limit senior tenure to six years. Full budget transparency. Merit-based appointments only. Reduce bureaucracy by 25%. 6. Green Economy & Smart Transportation Measures: Pollution taxes on industrial emissions. Congestion fees in major cities. Expand rail networks and EV public transport. Limit private vehicle use per household. 7. Support for Soldiers and Reservists Measures: Tax exemptions for months served. Full scholarships for higher education. Enhanced mortgage eligibility. Priority in public sector employment. 8. Fiscal Strength Through a Cashless Economy Issue: The shadow economy erodes state revenue and hampers policy. Measure: Full transition to electronic payments while safeguarding privacy. 9. National Project Sovereignty Issue: Critical infrastructure (gas, ports, airports) cannot be controlled by foreign entities. Measures: Amend existing contracts to ensure long-term domestic control and energy security. Measurable 8-Year Targets Reduce cost of living by 30%. Increase employment to 80%. Israel must remain in Horizon Europe. Israel is at risk of being suspended from Horizon Europe — the European Union’s flagship program for research and innovation. This is not just an academic concern — it’s a strategic economic threat. Horizon Europe grants Israeli organizations access to cutting-edge technologies, international partnerships, global markets, and global scientific prestige. In the last two program cycles alone, Israeli participants received around €2.2 billion — one-third of that went to the private sector.
